Ethiopia immigration options for foreign nationals

Employment Work Permit

1 year, renewable annually
For: All foreign nationals employed by an Ethiopian-registered employer. Employer applies on behalf of the employee. Two Max Group manages the full application as EOR.
Requires a labour market test demonstrating the role cannot be filled by an Ethiopian national. Processing: 30–60 working days via MOLSA.

Investment Permit (EIC)

Linked to investment registration — typically 2 years, renewable
For: Foreign investors and key personnel of Ethiopian Investment Commission-registered projects. Covers senior staff and company directors of EIC-registered entities.
Requires EIC investment registration certificate, business plan, and minimum capital evidence. Sector-dependent eligibility criteria apply.

Business Visa (M-type)

Single or multiple entry, 30–90 days (extendable)
For: Foreign nationals attending meetings, conducting due diligence, or present while a work permit is being processed. Cannot be used for substantive employment.
Obtain at Ethiopian embassy before travel, or on arrival for eligible nationalities. Requires invitation letter from an Ethiopian company or institution.

Application Process

How we handle your Ethiopia work permit

01 · Pre-Arrival: Employer Lodges MOLSA Application

The Ethiopian employer applies to MOLSA before or upon the employee's entry. Two Max Group prepares and submits all documentation, including the labour market test justification, on behalf of the employer.

02 · Business Visa Entry

The employee enters Ethiopia on an M-type business visa (obtained from an Ethiopian embassy or, for eligible nationalities, on arrival). This allows the employee to be present while the work permit is processed.

03 · Document Collection in Ethiopia

We coordinate in-country document collection: medical certificate, biometric photographs, passport copies, and DIA registration. Originals are required at this stage.

04 · MOLSA Processing

MOLSA reviews the application, the labour market test, and employee qualifications. Standard processing is 30–60 working days. We track status and respond to any MOLSA queries.

05 · Work Permit Issued

MOLSA issues the work permit. This is stamped into the employee's passport or issued as a separate document (format varies). The employee can now work legally in Ethiopia.

06 · DIA Residence Permit

Separately, the employee must register with the Directorate of Immigration and Nationality Affairs (DIA) for a residence permit. Two Max Group coordinates this registration alongside the work permit process.

07 · Annual Renewal

Work permits are valid for 1 year and must be renewed before expiry. We track renewal deadlines and initiate the process 60 days before expiry to avoid gaps.
