Rwanda Work Permit

2 years, renewable
For: Foreign nationals employed by a Rwanda-registered company or EOR
The primary work authorisation for employed expatriates in Rwanda. Rwanda has streamlined the permit process through the Irembo government e-services portal, making it one of the fastest and most affordable in East Africa. Holders must update the permit if changing employers.

Special Pass

Up to 90 days
For: Foreign nationals awaiting a Work Permit decision
Allows the holder to work legally in Rwanda while the main Work Permit is being assessed. Applied for through the DGIE or the Irembo portal. Rwanda's fast processing times mean the Special Pass period is typically short.

Investor / Self-Employment Permit

2 years, renewable
For: Foreign entrepreneurs and investors registered with RDB
For foreign nationals operating their own Rwanda-registered business. Requires proof of Rwanda Development Board (RDB) business registration and investment. Does not cover salaried employment with a third party.

Dependent Pass

Co-terminus with the primary permit
For: Spouses and minor children of Work Permit holders
Allows dependants to reside in Rwanda for the duration of the permit. Does not grant work rights β€” a separate Work Permit is required if a spouse wishes to take employment.
